Prepare water phase by adding water, methyl paraben and glycerin. Mix well. Heat to 160°F (71°C). Prepare oil phase by adding steareth-20, propyl paraben, Neobee M-5 Cosmetic, Stepan GMS, Stepan cetyl alcohol, NF and Wecobee S. Heat to 165°F (74°C). Add oil phase to the water phase. Increase agitation. Mix at 165°F (74°C) for 20-25 minutes. Start cooling to room temperature. At 110°F (43.3°C), add preservative, fragrance and dye, as desired. Premix dihydroxyacetone with water. Add at 95°F (35°C). Mix well. Adjust pH.
